
Rep. Cesar Sarmiento (Lone District, Catanduanes), chairman of the House committee on transportation, delivered the First State of the Committee Address (SOCA) of the 17th Congress. House members, representatives of partner government agencies led by Transportation Secretary Arthur Tugade and the private sector, listened to his SOCA. Sarmiento said during the First Regular Session of the 17th Congress, the committee conducted 31 regular committee hearings, eight Technical Working Group (TWG) meetings, and one bicameral meeting. Among the important measures it passed were the bill extending the validity period of the drivers’ licenses; House Resolution No. 40 on the Westminster Declaration, a commitment of legislators worldwide to pass comprehensive road safety laws; Traffic Crisis Act of 2017; bill raising the penalty for violations of the Anti-Drunk And Drugged Driving Act; and free use of toilet facilities in bus stops and bus terminals.
